Penal Reform in Southeast Asia: Reflecting on the Needs of the Most Vulnerable in Detention

On 28 October 2021, DCAF hosted a Brown Bag Lunch on Penal Reform in Southeast Asia: Reflecting on the Needs of the Most Vulnerable in Detention. This 1-hour virtual session offered DCAF staff an introduction to the subject through inputs from two experts from the region, as well as the sharing of some key takeaways from the three-day workshop on the topic hosted by DCAF’s Asia-Pacific Unit (APU) in April 2021.


Highlighted topics covered during the event included the needs of juveniles in the penal system, health challenges in detention facilities caused by COVID-19, and the issue of overcrowding and the necessity of diversion measures in penal reform. Following the presentations, a fruitful discussion took place between speakers and participants.
