27 September 2019 was the occasion for the first national working group (NWG) meeting in Timor-Leste. The discussion included several representatives from civil society organisations and government.
The meeting provided a platform for a discussion of four main issues, namely the relationship between CSOs and the state, political challenges, cooperation between CSOs, and the future of youth in Timor-Leste, and finished with a series of recommendations. As part of these four issues, the discussion focussed on security sector challenges like human rights violations, impunity and circumvention of the law, lack of resources for the state, lack of transparency of relevant parliamentary committees, political impasse, high violence levels, lacking access for CSOs to government, weak rule of law, lack of opportunity for youth. Key recommendations and considerations for SSR that came out of the meeting is the necessity to consolidate activist groups, and to increase the sentiment for activism to support SSR in Timor-Leste.
