The topic of this workshop was the role of parliaments in defence budgeting. Parliamentary involvement in defence budgeting is one of the most important functions for ensuring that governments are accountable for defence and security policy and activities. Yet, up to the date of the workshop, there had been limited systemic comparison of budgetary powers of parliaments in the area of defence in Southeast Asia. Consequently, the first day of this workshop focused on the defence budgeting processes, the constitutional and legal framework of parliamentary oversight of the defence budget, the role of public accountability and the practice of defence budgeting in ASEAN member states. On the second day, the workshop examined current security issues in the region and a delegation of Thai experts briefed participants on the situation of the conflict in Southern Thailand.
